Sorry, man.. I made a list but it only had like 17 results so it's of no good for you.. and I worked on the list for so long! The hostings were so god damn good and no local ones either..

It all depends what you want to host, I could recommend WP hosting but you might want to host videos etc which would be no good.
 
You said you want local hosting suggestions. Which regions will you consider as "local"?
 
No idea on 25 I bought yesterday stablepoint so far they being great customer care wise but not sure about the speeds so far since rebuilding sites at the moment.
 
As I know hostnamaste.com has nice hosting solutions along with Europe, USA and India locations.
 
For me, netshop-isp.com.cy hosting solutions are the best. They are reliable and trustworthy, so I suppose this might be suitable for your request.

What is your purpose? If you want to build a blog network, go for cheapest hosting plans from namecheap, ionos and other popular ones. You can even host few websites on same hosting by using cloudflare. Then the hosting provider won't be visible to Google.
 
Do you want a cheap hosting, best hosting, a list of 25 random hosting sites, or an article about top 25 hosting sites?
 
Just go with AWS/GCP
You won't regret it
