Recommend a social bookmarking strategy for an authority website

Of course safety is a priority, I have plenty of time so I'm looking to really build a nice amount of social bookmarks to my newly launched site.

Any recommendations on blog posts/guides I can read would be really appreciated.

1) Make quality post regularly in social platforms.
2) Should post regularly in High PR social sites like fb and twitter and link back to the site.
3) Articles should be posted in social networks to get contextual backlinks.
