Recommend a Good DA/DR Service Not Using Google Sites?

I've purchased SEO services to increase DA or DR and found the seller just connects/build links from various Google properties world wide. It works in the sense DA and DR increase, but not in the sense it increases KWs in the SERPs. Can anyone recommend a SEO service that builds DA/DR not using Google sites that works to increase DA/DR and SERPs?

you're confusing some shitty metrics with good rankings,
a high DA/DR doesn't necessarily mean an authority website or a good link,
if you want to rank, you'll have to get quality links from quality PBN, guest posts, web 2.0s, forums, etc...

try HQ links like: guest post, niche edits and links from sites who have good authority.
