You can use Windows Live Movie Maker if you have Windows 7.
It is included with Windows 7.

If you have an earlier version of Windows like Windows XP, you can use
    Windows Movie Maker.

+1 for Windows Movie Maker. If you are going advanced, use Sony Vegas Pro.

For just chopping up videos and audio, you can use Windows Movie Maker. Its interface is intuitive and the process is quick.

If you want to do more technical stuff or effects, get your hands on Sony Vegas and prepare for a decent learning curve!

Adobe's video production tools are among the best in the industry. For video editing I would recommend Adobe Premiere Pro - the advantage is that it works great with other Adobe programs (After Effects , Photoshop ...).

Alternative to consider is Lightworks - www.lwks.com - The Pro version is $80 per year.
