I found a forum in my niche which show me this error when I try to register. But I see the last registered user was from few days ago. Probably a bot/spammer. How do I register in this forum too if I get this error then?

Just try putting the same text as captcha : recaptcha is down. On some sites, it works.

If the above suggestion doesn't work, maybe try signing up on mobile. Might render a different site and different sign up process. Probably not if it's using Xenforo.
