Reasonable rate for manual spinning

Hi,

what would be a reasonable rate for a manual spinning with following conditions:

One 500 words article

Step 1: Rewrite each paragraph 3 times per hand. (correct grammar is important)
Step 2: Rewrite each sentence 5 times per hand. (correct grammar is important)
Step 3: Manual Word Spin

The person is from Philippines. What would be a fair rate for him?

How much time will he take for all the three steps? Pay him a fixed hourly rate.

He says he needed 6-8 hours in the past for the same job, but with 3 sentence rewrites. I want him to do 5 so it will be 8-10 hours I think.
