Reason backlinks arent indexing?

Is there any specific reasons for backlinks not getting indexed?

I've purchased numerous services here (All within the last month and a half) and have yet to see one backlink from anyone of them indexed.

I know this issue isnt with the providers because they sent me the reports..

Have no idea as to why this is happening.

Providers should actually include indexing of backlinks because you need to do some more work to index the backlinks instead of just creating the backlinks and then waiting for Google to index the backlinks by himself.

Another thing, content quality used on pages that link to your website needs to be considered. You can't ask Google to index spinned, scraped content.

all the links were submitted to indexing services also. I forgot to mention that

May be they were using poorly spun content?

Good links tend to get indexed naturally. From a good blog network I usually expect 90%+ to be indexed naturally. If you buy a bunch of web 2.0's I would expect 5% indexed.
