You might have a chance if you don't have to provide any of your personal information when buying them. Doing that and creating a business out of it might get you into trouble.

If you could use those SIM cards to verify FB, gmail, amazon accounts, then you probably are gonna ake money by providing that kind of service.

Can your explain a bit more? I'm in a South American country and the sim cards are prepaid. You buy them and you add the money you want. But I can use them for free if I don't make a call or answer any sms.

In some countries, Certain ISPs won't let you own more than 10 numbers per ID
You could easily rent them out to services like smspva or sell them for 4X

as in they pat $10USD per month for full sms usage only.(not given to anyone else)
u link the sim card to ur pc with a few apps so u get sms' through ur computer
create a website and link the sms' through there blah blah blah
