You could use a software like Social Lead Freak to gather some IDs of people that have interest on your page's subject and make the ad targeting those IDs.
This way you'll get likes from real people and they have interest in your content, so they should be interactive fans.

If you need actual traffic then there is only two ways.
1. Make a FB page and promote it updating content and all stuffs.
