Rankings on Black Hat World

I'm just looking for a little clarification. From what I can find, the rankings here go something like:

Regular members
Jr. VIP
Jr. Executive VIP
Executive VIP

With the latter two requiring a promotion from other executive VIPs?

Also it takes 60 days and $97 to get Jr. VIP status correct?

Sorry for the noob questions, just wanting to make sure I understood it the right way.
