You dont have to use PBN´s at all. Its just a nice way to boost keywords which are tending to sit or do have a bit more competition.
If you have very low comp keywords you could start with creating web 2.0 properties and boost them with some tier 2 link blasts.

Yes its possible. Your site could rank using guest posts and Web.2.0s

Lets imagine for a moment that you don't know anything about SEO, you create a page and the content is good, 1 or 2 people visit your website everyday and the start to share your page, They will share it through messages, forums, directories, and their websites. so soon you have more visits, google notices people likes your page so it is more relevant and it ranks by itself and it gets more visits so it gets more shares until you are a top page.

Now lets imagine again your website is not that great, or it will take a hell of time to reach the amount of people you want so you decide to be this "This 1 or 2 people that visit your website everyday and start to share your page". So you will start to share it through messages, forums, directories, and their websites.

Based on this precept, yeah you can rank your website without a PBN or Web2.0. But then ask to yourself, is it worth the time?

If you have Tumblrs linking to your domain name. You could have links to the Tumblr which are tier 2

The problem with using web 2.0s to rank is that they take a long time to index in the search engines especially if they are freshly made.. with PBNs the domains have been around already so they index quicker and you will see results faster
