Probably, especially if you are linking with exact match keyword.
You should not link them each other and start to get external link. Work on internal linking and keywords density to target the keyword and external link without exact match keywords to get page value, this will make both ranks better.

Would be better you use one longtail and one exact keyword to rank your both the sites, you can not make the same weight-age to similar keywords at a time
