My years of experience will say. Go with the hierarchy. Try building good quality backlinks from authoritative websites. Improve home page authority, domain authority with quality content and backlinks. With home page build inner pages authority for categories and services pages of the website. In the long run home page domain authority matters and is beneficial for ranking other pages of the website in the SERP.
