ranking on top position without onpage

I have looked around the forums for a while now and decided to make this post. I know a little about SEO but not a great deal so was wondering if some one could shed light on how the following is the case:

Searching for 'fake id' in google and you are presented with the top result being 'DOFAKE' site. Now I looked into their site and there is basically no on-page optimization at all or anything else, no social etc. The only thing I could tell was that they had a fair amount of backlinks (approx 10,000) - But then again, surely other sites targeting the same keyword would have similar if not more.

I also imagine that such a keyword would be hard to submit to sites for links due to the nature of the product, so I am quite confused.

So my question is: how is it, that such a site can dominate this key word? What steps are needed / what would it take to outrank them?

from my opinion, in order to be able to be on first page on google with keyword "fake id" you need to do a lot of things... like promoting this keyword on various forums or blogs that are related to this niche where you have to promote with anchor text this keyword. you have to be patience because it will take around 6 months-1 year to rank higher in search results.

1. Hidden PBN that you cant see. They can have 10 sites or 2,000.

2. Domain 301

I looked at some payday loan keywords and one guy purchased like 20-30 brand new domain names but they all had "payday loan" in the name.

Each website had absolute perfect on page SEO and looked real as hell.

He then sent his PBN to the fresh domain names. He also had hundreds of SAPE links pointing to these domains.

The 20-30 tier 1 domains all had about 7-10 articles and only 1 link and that was to the money site.

I mention this to show you its a lot of stuff they could be doing and if they block all their tier 1 links you will never know.
