Ranking National Keywords Locally

I am wondering if anyone has tried this yet.

Take a highly searched keyword "diet pills" and opening a local business (say in Los angeles) using google places/bing/yahoo etc and naming it Diet Pills Inc or along those lines.
Use a virtual address and phone service.

Then doing the whole citations, geo targeted SEO etc.

Anyone shine some light on this?

I have tried this but it don't work on every niche.
