Avoid building a site to target a single keyword phrase - i.e. do not build an EMD sniper site
You should go the LSI route and also have pages that target "related" search phrases to your primary search phrase
If you don't mind putting the work in, then a "silo site" is the best solution - but you normally target a competitive search phrase, higher up the vertical, as low competition search phrases are usually also less profitable

Be careful if your using the google adwords keyword checker as the competition stated there is for the advertising they offer on adwords, not for the competition on the search terms in the google search engine.
Have any recommendations? Market Samurai still considered good?

It still works. It is also recommended to analyze the backlink profile of your competitors, so you can see approximately how much you need to rank there. Don't forget that backlinks aren't everything, especially when it comes to low competition.
