these days it is very difficult to rank at number 1 spot without any on-page optimization, unless you want to rank for keyword like: "earth shattering news about donald trump" and you have exact match anchor backlink from cnn.com and washingtonpost (both homepages and do-follow)

i hope you get the idea

There is no chance you can rank without no on page...how will Google even know what your site is about?

On page is as important as content. Over backlinks
