Doesn't make a scrap of difference. Zero, zilch, nothing, nadda. It's tempting to think that local TLDs have an edge but that's never been my experience, what are all these other answers based on? Simply tell Google your target country in your Webmasters account and you're good to go.

[EDIT] I might add as a caveat, I'm referring to generic non ccTLDs such as '.com' if you're thinking of using another country TLD for the US or UK e.g '.fr', don't do it, they are already geo-targeted by default.
