Ranking in suburb and city

I am looking for information regarding ranking in a suburb of as well as city center. Our actual NAP is different from the city center we are in, San Diego, but we are only located 8 miles from the downtown city area, where other business with a larger distance rank in Google Local 7 for the city local keyword search. What information or methods are efficient and helpful in order to achieve these results?

Google doesn't have such a targetting.

Get a good number of domains with PR.
Host each of them on different San Diego hosting company only.
Convert the sites to backlink to your site..
