Yes, I've read what Matt Cutts had to say about ranking with Press Releases, and no, I don't agree with what he said 
We've been working with Press Releases for a long while now, and thought it would be a good time to share a few concrete proofs by means of SERP changes.
We've got a Gig on Fiverr and have a thread here on BHW, and cumulatively, we must have sold over two thousand unique Press Releases. We write all our PRs inhouse, and then submit them using dedicated proxies - that too is done inhouse.
Now onto the results -
1. Client signed up 2 months ago, and bought 12 PRs in Month 1. In Month 2, he bought 24, leading to different internal pages. Niche - Jewelry.

2. Client from BHW. Signed up for 4x6 submissions about 4 weeks ago. Niche - Travel

3. Client signed up about 5 weeks ago. 1 new keyword got straight onto Google Page 1, rest went up gradually. Niche - Family.

4. Client from BHW. Signed up 20 days ago. Simple package with 1 PR and 10 submissions. Niche - Web Hosting.

I have over two dozen testimonials like this, but then the purpose of this thread is just to share proof that Press Releases work - contrary to what has been said in Webmaster Central! I've read through what a lot of people have been saying on BHW, and many people who've worked with good providers have reported a positive movement.
In today's world of uncertain SEO, we find PRs to be one of the very few things which (when done right and in moderation), are bound to show a significant increase on SERPs in addition to other aspects like DA and Traffic.
However, here's a little check list -

However, here's a little check list -
- Do not get your PR submitted to a thousand sites! Most of those are blogs masquerading with a theme like a PR site, and they'll get flagged - copied content, you see!
- If you're looking to get your PR onto Google News, get it submitted to the indexing service (PR Web / SB Wire / PR Buzz etc) as an original PR. We found that if the PR is already indexed on Google via some other site, Google News isn't picking it up most of the time.
- Get your PR to be a minimum of 400 words, and in prescribed format. You can find the formats from resources section of PR Web and SB Wire.
