Ranking Germany Sites

So what I plan to do?
Plan:
- Get .de domain
- Hostwinds host
- Got native German content writer, I plan to put somewhere around 400-800 words articles
- Going to use indexification for indexing tier 1, 2 and 3 links.
- Build Tier 1 with web 2.0 only, suggest me some other good method for tier 1 that doesn't require too big budget. Build tier 2 and tier 3 with GSA. I plan to build link indexer, blogs and trackbacks for tier 2.. for tier 3 full spam
I got market samurai to make research about competition. But what should be main things that I look to find lowest competition? That's hardest part of job for me. Also you can give me some other tips and suggestion for ranking for specific language KWs.

I'd suggest you use a lot more platforms as your first tier.
Some good examples are,Guest Posts,Article Directories,Wiki Pages,Press Releases,Social Signals,etc.

I'm from Germany so this is of particular interest for me.

Ranking non-english sites is underrepresented in this forum because of the much smaller audience I suppose.

For some of our german authortiy sites we've been looking for native writers too, without too much success.

Could you give me an advise on how to find *quality* german writers at affordable prices (how much woukd you pay per ~500 words)?

Right now we employ a few authors in our office (usually students or fresh graduates) but if you look at common wages in Germany, research time, health care, hardware, office space and other costs we're at $60-$70+ per article - and that's still cheap...

Logic dictates that ranking German sites would be the same as ranking sites in any other language, no?
