Im trying to get a site ranked in the travel niche. The only barrier seems to be the Google Local results. If my site is #1 in the organic results, how much traffic loss is typical when ranking below google local results?

Depending of your targeted location. Check out google keyword tool and find out the local result search volume of your keyword and compare it with the CTR shown on Google webmaster tools.

Use webmaster tools to find the CTR of your location. If you are 1st in your keyword you probably get to 30% to 50% of CTR but when your drop down to position CTR% diminishes.
So to determine you traffic loss just do this arithmetic operation: local-search-volume * (HIGHTCTR% / 100)-localsearchvolume * (LOWCTR % /100)
For example:

local-search-volume=700
CTR first positions=40%
CTR on second page=1% aprox.
traffic-loss=(700 * 0.4) - (700 * 0.01)=273

It all depends how the CTR behaves at low rankings.

Sorry, repeated!. Ignore this!
