Hi guys I just want to ask , do I have a chance to be at PR 1-2 if I use blogspot ?

I don't think PR is dead. You can still rank with such, as long as you know what you're doing, especially when it comes to the quality of the content you're providing.

PR is dead with respect to updates. Site's still have it, it's just no longer an accurate, up-to-date metric to analyze the usefulness or authority of a site.

To answer your question no you are not going to get PR for your blogspot, but ranking a blogspot blog that you can definitely do.

Pagerank is no longer a metric Google updates publicly. The last update was in November 2013. If you see your blog stuck at PR0 or at another rank despite you progressing a lot in other areas, know that the reason is not you but simply that Google doesn't update this number any more.

blogspot blogs will survive and rank well if you add quality content, but if you start adding copy-paste and shady stuff, google will take it down. trust me. I tried to build 200 blogspots but I stopped at 85 after google deleted 10 in a row.
