Ranking a Big Authority site

How are you guys ranking inner pages? I've had great success with ranking pages by hitting them with links, but it's hard to find a quality package on the marketplace that you can specify what keywords for which post.

For example, if you have 5 pages called Cat, Dog, Dolphin, Pig, and Gorilla - you can order a package and specify the keywords you want, but then the links are randomly dropped between posts. So you'll end up with cat links pointing to your dolphin page.

Any good packages that can fix this? I feel like if someone could do this right and make good links it would be a grand slam.
 
Normally these providers offer different kinds of packages. So why not just go with e.g. the smallest pack for each inner page (if it is worth investing that much in each of them). Or if you are the person who doesn't believe that much in diversity why not go for PBN posts? Even if you buy them, many sellers accepts unlimited number of URLs and keywords. Then you can tell the provider to send this link with this anchor text to this inner page of yours...last but not least, you can anytime contact sellers and ask if they do custom packages (normally they can help you with that as their purpose is to sell, right).
 
I have dealt with this exact problem. I think it happens when you try and cut corners and try to get more bang for your buck out of a package. Understandable, but here's what i've been doing instead.

Pillar Article - 1k-2k words
Supporting Articles - 500 - 700 words

Build links to the pillar article with 3 main anchors. Pillar keyword, and 2 inner page keywords.

For example

Pillar Article - "Cat Types". Pillar article contains short section on each cat type. Inner links to these articles.
Supporting article - "Siamese Cat"
Supporting article - "Calico Cat"

Build links to pillar article with keywords Cat types, Siamese Cat, and Calico Cat.

I built links to the 27k Month term, and those other rankings are a combination of long tails and inner pages ranking with ZERO backlinks built to them.

I plan to build more links to the pillar article, wait a few weeks, and after I see rankings steady and some increased revenue, I can start to pick off each inner page individually. This makes the most financial sense to me.

So to recap:

Build links to pillar article targeting pillar keyword and inner page keywords. After bringing in more revenue (ideally), begin to snipe the inner pages.

Trying to snipe inner pages from day 1 is a recipe for high costs IMO.
