I am using RankerX in Tier 1 and Tier 2. With a Manual indexer IT works very good. But this is also a question of having the right Keywords. KD 80 will never be possible with that.
Do a proper kw Research and you are good to go with RankerX and/or GSA SER.
If it is Just for one Site, buy a campaign. Thatfore RankerX is too expensive.

I can vouch for Ranker X. I am also using it and love how the backlinks making practices it uses.

Yes, it's worth it.
However, I would suggest only using RankerX for Tier 2-6 backlinks and not for your tier 1's.
