I've noticed that some websites have a lot of backlinks, but they don't seem to rank well in search results. What could be the reason behind this?
 
A lot of links doesn't equal a good link profile, you need the right type of links in order to rank, quality does matter as well,
This can be also due to weak on page, content, wrong anchors, not matching user intent, no proper internal linking, etc...
It's not just "get a lot of links and you'll rank", you have to set get everything properly done or at least most of the things
 
Google's algorithm has evolved; it's smarter at recognizing and penalizing low-quality links. Also, relevancy matters. A site with fewer, but highly relevant and authoritative backlinks can outrank one with a ton of low-quality ones.

Spammy backlinks could be the main reason. And yes, low-quality links might be another reason. So, acquiring high quality but less in amount is better than a low-quality mass amount of backlinks.

And Did I forget to mention the content quality and On-page SEO? I should have mentioned it. Remember, Just backlinks are not the ground force to launch a rocket on the mars.
 
Backlinks are just one of the ranking factors.

Most likely cause could be the quality & relevance of these backlinks.

Else the other ranking factors have issues.

Personally I keep backlinks last on my list when doing SEO on any website.

It depends upon the quality of the backlinks. Also, there are other factors like on-page structure, content quality, website performance, keyword usage, anchor diversifications, etc.
 
There are numerous factors at play here. It's possible to generate over 10,000 low-quality links quickly and inexpensively. It's essential to note that while backlinks are important, sheer quantity doesn't guarantee higher rankings. The quality and relevance of backlinks, along with various on-page and technical SEO factors, contribute significantly to a website's search engine ranking.
