Rank for a local term

Hello guys

I have a question , i need to rank for a keyword in google.ro with a .ro domain. I want to know if i concentrate my linkbuilding strategy doing Paul&Angela style backlinks will help me get results.

I'm asking this because my linkbuilding opportunities are not so many if i want to get backlinks from .ro domains . (Articles backlinks do not exist , bookmarks not to many , not to many high PR forums or other web 2.0 app)

If there is not much competition on your local google then for sure you will rank up.
But you need to do bookmarking and quality backlinks. They count!!
