Nobody can guarantee you a PageRank. If they do I would recommend you to run the other way. Just keep on building your backlinks and whenever big G decides to update the PageRank you should get a PageRank if you have consistently been building a lot of backlinks for your site.

One thing to note is that big G hasn't updated PageRank in several months and there doesn't seem to any indication that they are going to in any near future.
