The only way it's possible is that you have made that sort of funding earlier as well. Otherwise raising the budget by 100 times will make the adwords team take notice especially if your niche is a tricky one.

There is no way for that, and if some one is doing it for you, it means most probably that its fake.

There is no way you can get it done in a day. Most probably you are asking impossible thing here. Think yourself, how could you raise $20 to $2k threshold in a day?
