They could help you get referral traffic but do they improve ranking? I don't think so.
Because ranking has too many factors. And only getting the quora backlinks wouldn't do anything.

Quora backlinks are nofollow and hence, they send no link juice. Simple as that.
However, as @mmubeen8 said, they help getting referral traffic but you need to do a lot of grind by answering several questions per day in order to put your links here and there in a natural way to get referral traffic.

As said above, it does not improve rankings due to Nofollow links
But Google delivers a significant amount of traffic to the site as a result of Quora's prominence in the SERPs.

It wouldn't help in improving your site's ranking, however it can bring some amount of referral traffic to your site.
