Hahaha, if it works, it works!Find some blogs that have auto approve comments and spam the shit out of them.JK but I've seen it work. Not recommended, but hey, you gotta do what you gotta do. Personally, I'd avoid it.

301 redirect from an expired domain with DA as high as possible (make sure it is not spammy and the history is clean). I did this myself and it works. 100% guaranteed.

You will do backlinks with high DA Backlinks. It will give to improve DA.

Most of the people trying to forcefully increase DA, are unlikely to have "good" intentions in terms of reputation or are completely un-knowledgeable in terms of SEO.
With quality links, DA it's a complete lottery. If he is trying for example, to deceive guest posts buyers with 40DA sites, doing this to pump it up will take ages for him
