I know if I ask this question I would look stupid but for the sake of verifying what I know I will go ahead and make myself look stupid. Links are suppose to be enclose inside <a> tags right? So if the URL is not inside <a> tags it is not a backlink? It is not even a link. Correct?

If you are unsure then use a WYSIWYG software to write whatever you want and then check what it says in html.

My favorite WYSIWYG is WP = WordPress, but you can use this online one for free http://htmleditor.in/index.html

just make your link then click "source" and it will give you the HTML code.

Yes if a word is not enclosed in a <a></a> tag, then it is not a link. Therefore, it cannot be a back link :)
 
If a link is not enclosed in the <a> tag then it just plain text not a link. A backlink is a clickable link.
 
If it is not placed in the <a> tag, it won't display as link. Be aware that some sites will automatically closed it in <a> tags and make it a live link.
