Quick SEO question

Hello all,

I use to dealing with local businesses and now have a business that has multiple locations. Its a brand new site and they only want me to optimize one location.

My question is will not optimizing the index page hurt the "location" page. For example, the company has location in birmingham, atlanta and orlando. He only wants the atlanta optimized for the local keywords with atlanta in it. Can I do that without touching the other pages.

Hope I didn't confuse anyone. Im still considered a newby at this

You may need to make some onsite changes. Make sure you have location specific pages. Then you can build backlinks for the pages of that location.
