When your site is penalized, do all rankings go down or just certain keywords?

It depends. Most of the cases just the overoptimized/ penalized page loses its rankings if hit by the Penguin algorithm. Panda, on the other hand, can tank the whole website.

I always thought that the whole website suffered from it. I do not have much experience with Penguin, but in the past have seen the whole site effected of my friends from Panda.

I have seen both. Panda tends to affect either the whole site, or a whole section such as a blog. Penguin tends to affect a site on a keyword level. A manual penalty from Google can affect the whole site, or sometimes just one keyword, or sometimes can totally de-index the entire site.

Well it depends. Sometimes you get deindexed, all your keywords disappear and in other cases it's a gradual slip of certain keywords.

Penguin only took some keywords, while Panda gets the whole website. This is my own personal experience

But the irony here is that even though Panda tanks the whole website there is a 100% cure for Panda penalties. While Penguin can hit just 1-2 pages (keywords), but you can never find you way back from it.
