After some success, i am getting started with Ebay.
Listed one item first time and sold 6 out of 10 yet.
Want to start selling more items here,
Is it OK selling SEO and linkbuilding(Intangible) stuff on Ebay, What kind of risks involved?
    Any paypal risks involved?

Yes, there are many people selling intangible, actually its funny that someone was reselling my fiverr gigs on ebay and now i am :p

Do you know if they ever took action against it in the past?
I think intangible product selling is allowed in ebay.co.uk.

Wow, ok stumbled upon this and a quick word of warning. I wouldn't sell anything intangible on eBay - heard of someone a while back who was selling eBooks on eBay found they found out he was selling intangible goods and couldn't prove postage/tracking numbers, etc, (against eBay?s rules) eBay kicked him off and he was liable to refund all the purchases made. PayPal and eBay protect the consumer, especially if you're in breach. Do it if you can afford to take the risk, but it's not worth it - there are so many other ways to make money from SEO.
