Quick question about noindex tag

I've read conflicting answers about this. When a webpage has the noindex, follow attributes, will a backlink there pass link juice?
The page itself shows on the Google SERP but with the "No information is available for this page. Learn why" snippet

It simply means that this webpage will not get indexed by any search engine bots and neither its link juice will pass on to any other webpage.

If someone links to that page, that page will get the link juice but it will not pass to any other webpage

It means the site will not get indexed. The follow tag means that google search index bot will follow any link present on that page and actually visit that link. It just means that.

Link juice will not pass.
