I did a 301 redirect from a penguin hit site to a new domain and it has recovered its keywords about 80%, should I still keep the 301 or I need to remove it so the penalty will not pass to the new domain ?

I'm pretty sure it will pass the penalty sooner or later. If you remove the redirect you will probably lose the rankings, so I'd keep it, who knows.. maybe you're lucky.

Penalties will pass, it's only a matter of time.
