I have a friend that about a month ago made a paypal and uploaded a random ssn picture to verify it but deleted the account right (prior to PayPal reviewing it) after cause they realized it was a bad idea. What are the chances they get in trouble for this? Thanks in advance (account was made on a vps)

If he just made the account, uploaded, then deleted, they won't bother.

If he created the account and scammed someone or took (or sent) payment for something really bad (child pornography, killing the President etc.), then it's something else.

If they asked for ssn and he uploaded it, there is no way that he can delete his pp account under that process...

He got the email saying that his account has been deleted... overall what do you mean?

Thanks for the input. So you don’t think my friend will get in any legal trouble?

I don't know what "your friend" did :P If "your friend" did nothing bad (other than upload fake docs), he should be alright :) Many people try to trick PayPal. They don't even let legitimate users sign in with a VPN even if they have 2FA enabled.
