Senuke can do what you are looking for.
But I would advice to make your first few linkwheel manually, because it will give you a great knowledge about how it works. Furthermore will the quality of your tiers be higher and you are able to focus on making your tiers stronger, by using SB.

You can always outsource for people to write and grammatically correct articles for you...
Have read a huge amount of posts about web 2.0 creation and most of them telling the same: "do it manually". But here and out of here too are some great offers for the whole web2.0 linkbuilding for a price u cant do it yourself. If I do the maths: if I would do it by myself I would have saved about 20$ but got work for about 10hours.
So if the most tools just support about 10 platforms it could be better to outsource.

I do all my web 2.0 manually. It doesn't take to much time and you don't have to do it all in one day. Registering takes seconds, changing the background and appearance take seconds. The longest part is placing the article on the web 2.0 site. So my suggestion get your articles ready first by either outsourcing them, writing them yourself or spinning the articles (read them over to make sure they make sense).

I do mine manually also, using Roboform to speed the profile building up. I usually post one generic post with some kind of picture in the post when I sign up. I then come back a day or two later and post my linked article and a video (if the site supports videos in posts).
So I think we all narrowed down to the idea and agree to the fact that "web 2.0" properties are best to outsource?

Yeah.. maybe they will work for a couple of weeks/months, then stop working eventually due to updates etc. Even creating a script for them will be a headache, as each account sign-up seems to work differently too.

I've just started using sick submitter and although it a monthly outlay it wasn't no where near as much as senuke/x, it takes a little time to master, but you can make your own packets by scraping for forum profiles to create links on
If you're just looking to create links without a monthly outlay, I've seen some great gig's on fiverrdotcom, get an article written for $5, then for another $5 get it spun and submitted to over 100 article sites with links back to your site, $5 to get an article on 20 web2.0 site. $5 for 1000 pr5+ site, bookmarking and much more
It all depends how many links your looking for and how much you want to spend?
I used sick because I can send links to 2/3 tiers and cross link them too
