Questions Regarding a Craigslist Flagger Made With Python

I read somewhere a while back that the Craigslist flagger checked the Geo IP of the flagger to make sure that the individual flagging the ad was actually in that particular Craigslist city. Can anyone with experience shed some light on this? Has anyone made a flagger that uses proxies from other parts of the world to successfully take down a particular ad by flagging it?

I've never been able to flag down a listing in one city using a different geographical ip of a different city or country, but it could be possible--
