Of course it's both normal and legal. You can sell internationally on Ebay if you:
- Have an eBay account in good standing
- Have a PayPal account and are PayPal Verified
- Offer PayPal as a payment option
- Have earned at least 10 feedback points as a seller
- Have made your first successful sale more than 90 days ago
- Post in an eligible category. Ineligible categories for international sales include Video Games, DVDs & Movies, Hunting knives, Auto parts, and Vehicles
- Offering shipping to the UK, Europe, or worldwide.

It depends on what you're trying to do. If you're dropshipping, you should research markets(countries in this case) and choose one for each account. If you store the goods then I guess it's up to you where you wanna sell it. I need to know your niche/method to answer properly. Please try and describe your business plan a bit more in detail so people can understand what you're doing and help you.
