Questions about streaming

Hi everyone,

I have some questions for my movies streaming site. I think about future and I want to know...

If I have a normal VPS (not offshore and not DMCA ignores) will download and stock my movies + an offshore/DMCA ignores host will link videos from my VPS, is it a good process ? Or did I need an offshore/DMCA ignores VPS too ?
