I have a regular personal lifestyle influencer account with 20k Followers.

I've got some questions about shoutouts:

1. Is there a good page beneath "shoutcart" to buy shoutout?

2. Is there any strategy/guide/secrets/tips to get shoutouts?

Ask them directly on Instagram it will be cheaper and you can also bargain. Always check their likes and comment to be sure they are not using fake likes and comment panels.
You can find pages from explore or hashtags, find 1 account and check its suggested other pages you will find more in same niche and almost same followings.

Yes, try to find people manually that can help you with the shoutout. Just DM them ask for their help and some of you will promote you eventually. Try with small accounts <5000 followers first

Mannually is your best bet, but two more places to look outside of Instagram are
1. Jumpfame
2. Plughype

You can put your business info on your story as well. I see most influencers doing that.
