Questions about prepaid debit cards

I went and got a t-mobile one yesterday and their is conflicting reports the risk management services is reporting $90,which I put onto the card yesterday. And another person in customer services said I have $0 on it. I was able to pay for something digital now, does that mean I had money on like what the risk management department said?

most prepaid cards ive used wouldnt allow u to spend money unless it was loaded on the card, so i would assume u have money on your card

Once I use the money, I'm going back to get my etrade checking account active again. Yesterday t-mobile money services said I had a block on the card and couldn't register it when I went on to registerday, yet today I got a call saying it was active with the $90.
