The accuracy of keywords in non-English markets is not very high. Whether it's keyword difficulty scores or the number of backlinks, they can only be used as a reference. I work in SEO for Chinese and Southeast Asian languages, so my situation should be similar to yours.
Additionally, CPC, volume and traffic are also not accurate; they are just rough estimates.

Doesn't guarantee anything. Quality and type of links make a difference too and the links to supporting pages as well that are feeding to this keyword.

Never rely on Ahrefs' KD (Keyword Difficulty) metrics. They calculate difficulty based on the authority of websites ranking on Google's first page, even if those sites have low-quality or thin content. Always analyze the SERPs manually and make decisions based on real content quality and competition.

You will get more clarity by looking at your page 1 competitors and their onsite and offsite strategies!
These 3rd party tools as stated above do not help much in analysing Keyword difficulty!
You get more info by combining many backlinks and onsite tools(SurferSeo, Ahref , Semrush etc) to determine how difficult the keyword you are trying to Rank is!

ahrefs kd helps but doesn’t guarantee rankings, quality backlinks matter more than quantity, ranking comes from good backlinks, strong content, and a well optimized website,

It is just a suggestion for backlinks based on competitors ranking for the keywords. However, many other factors need to be optimized both on-page and off-page.
