Yes. Your website might be ugly, or your CTAs are too small, placed poorly. Make the bigger, brighter, etc.

Depends on what you're doing and how you're bringing traffic to your website. In my case, I have around 15% conversion rate on most of my pages that get traffic from google. When doing ads I have around 3-4%. You should probably optimize the audience you're targeting?
