Yes, They do check just make sure it's not blacklisted else it's fine.

So the location of the ip address doesn’t matter ? Like for example if the banking site I’m on was created in California in La but I connect a ip addresss to Washington DC. They won’t blacklist the ip address ?

Not necessarily, because I always turn off location services when using banking apps, regardless of whether they request it, and I can still continue to make transactions without any issues.
