never do blog comments to money site or tier 1, unless it is a moderated page and they only approve real comments.
you should treat tier 1 as your money site. so dont be sending shitty backlinks.

Not necessarily, if the content of your blog comment actually adds value to the blog post you're commenting on, it may fly.
It also helps a LOT if the content you're commenting on is niche-specific and logically related to the page your'e linking to
