For a brand-new domain, I’d prioritize a full on-page and technical setup first, proper indexing, site structure, speed, and clean on-page SEO. Without that foundation, content or links won’t move much.

Get ONE strong, intent-driven page fully optimized. That moves rankings faster on a fresh domain than trying to push links aggressively
 
I would say on page optimization with some hand written articles can give you some bumps at the starting phase . If you have no idea, just hire an expert for some hours and tell him to provide you a good plan
