Question to ITALY Paypal Users

paypal doesnt support my country. my sister is a permenant resident of italy so I m thinking to open a paypal account and verify the accocunt against my sister name and bank account information.I will do large transaction like 10~30k$ per month ( premium paypal ) . just sending and receiving ( no illegal stuff ) . wondering .. will paypal report to ITALY tax department about my transaction ? do I need to pay taxes for receving and sending payment through paypal 2 paypal ?
